Department Divisions and Specialized Units
The patrol districts provide the department’s geographic police response, but HPD also operates investigative, support and specialized divisions.

What County Is the Honolulu Police Department In?
The Honolulu Police Department operates within the City and County of Honolulu, which is a consolidated city-and-county government covering the island of Oahu.
Unlike a typical mainland police department, HPD does not serve only the central city of Honolulu. Its jurisdiction covers communities throughout Oahu, including Waikiki, Pearl City, Wahiawa, Kailua, Kaneohe, Kapolei, Waianae, the North Shore and other island locations.
There is no separate Honolulu County police department serving the rest of Oahu. HPD is the primary local police agency for the island.

Filing a Honolulu Police Report
Call 911 when the incident is in progress or an officer needs to respond to the location.
HPD’s Online Citizen Police Report System may be used to request a report for certain non-emergency incidents that occurred on Oahu. The system is not appropriate when:

- An officer is needed at the location
- The incident occurred outside Oahu
- The suspect is present or known

When an online request is accepted, an HPD officer contacts the reporting person by telephone. The caller identification may display 808-768-0000. The officer collects the necessary details and then provides an official HPD police-report number.
The online system is staffed from Monday through Friday, excluding holidays. HPD advises allowing up to two business days for completion. A person should submit the incident only once and should not file it through several different reporting methods.

The Records Unit is generally open Monday through Friday from 7:45 a.m. until 4:00 p.m. It is closed on weekends and state holidays.

The Central Receiving Division operates HPD’s main cellblock at Alapai Police Headquarters. Arrested individuals may also be booked and temporarily held at several district facilities.
