The largest departments are responsible for policing some of America’s most populated cities and metropolitan areas, handling everything from routine patrol and traffic enforcement to homicide investigations, organized crime, counterterrorism, cybercrime, and major public events.
The size of a police department can be measured in different ways, including total employees, authorized strength, or number of sworn officers. For a more meaningful comparison, this ranking focuses primarily on full-time sworn law enforcement personnel using the latest staffing figures available for 2026.
1. New York City Police Department (NYPD)
- Location: New York City, New York
- Sworn officers: Approximately 33,378
The New York City Police Department remains by far the largest local police department in the United States. Its roughly 33,000 sworn officers give the NYPD a workforce several times larger than most other major-city departments.
The NYPD serves all five New York City boroughs: Manhattan, Brooklyn, Queens, the Bronx, and Staten Island. Its responsibilities extend far beyond neighborhood patrol. The department operates specialized units dealing with homicide, narcotics, organized crime, transit security, intelligence, counterterrorism, emergency services and major events.
New York’s enormous population, extensive subway system and position as an international business and tourism center help explain the extraordinary scale of its police department.
2. Chicago Police Department (CPD)

- Sworn officers: Approximately 11,587
The Chicago Police Department is the second-largest local police force in the country, with about 11,600 sworn officers according to 2026 staffing data.
CPD divides Chicago into multiple police districts and patrol areas, allowing officers to respond to the very different public-safety needs found across the city. Beyond regular patrol operations, the department maintains specialized capabilities for homicide investigations, gangs, narcotics, traffic enforcement, organized crime and other serious offenses.
3. Los Angeles Police Department (LAPD)

- Sworn officers: Approximately 8,621
The Los Angeles Police Department ranks third among America’s largest local police departments. The LAPD operates across one of the nation’s largest and most geographically diverse cities.
Its jurisdiction includes densely populated neighborhoods, major commercial districts, entertainment centers and extensive residential areas. The department is organized into geographic areas supported by specialized divisions. LAPD resources include aviation, SWAT and other tactical and investigative units.
4. Houston Police Department (HPD)

- Sworn officers: Approximately 5,364
Houston has one of America’s biggest municipal police forces and the largest among Texas city police departments. Houston’s enormous geographic footprint creates a different policing challenge from densely developed cities such as New York.
HPD operates patrol divisions as well as specialized investigative and enforcement units covering homicide, robbery, narcotics, traffic and major crimes. Recruitment and retention remain important parts of the city’s public-safety strategy.
5. Philadelphia Police Department (PPD)

The Philadelphia Police Department is one of the oldest major municipal police organizations in the United States and remains one of the country’s largest.
Philadelphia is divided into police divisions and districts that provide neighborhood-level patrol and emergency response. The department also has specialized investigative and operational units for serious crimes and other public-safety needs. It serves a population of more than 1.5 million residents and handles major sporting events, demonstrations and public gatherings.
6. Las Vegas Metropolitan Police Department (LVMPD)

The Las Vegas Metropolitan Police Department differs from a conventional city police agency. It was created through the consolidation of the Las Vegas Police Department and Clark County Sheriff’s Department.
The department faces unusual policing demands because Las Vegas attracts millions of visitors. Officers provide community policing while also dealing with large casinos, entertainment venues, conventions, nightlife districts and major events.
7. Dallas Police Department (DPD)
- Location: Dallas, Texas
- Sworn officers: Approximately 3,383
Dallas has the second-largest municipal police department in Texas and one of the largest in the country. The Dallas Police Department provides law enforcement services across a rapidly growing major American city.
Patrol operations are organized geographically, while specialized units investigate violent crime, property crime, narcotics and other offenses. Dallas continues to focus on recruiting and retaining officers as its population and metropolitan economy expand.
8. Metropolitan Police Department of the District of Columbia (MPD)
- Location: Washington, D.C.
- Sworn officers: Approximately 3,000+
Washington’s Metropolitan Police Department is the primary local police force for the District of Columbia. Its role is unusual because Washington is also home to numerous federal law enforcement agencies.
MPD performs everyday municipal duties including neighborhood patrol, emergency response, traffic enforcement and criminal investigations. Demonstrations, presidential inaugurations, diplomatic activity, political events and large public gatherings also require extensive coordination with federal agencies.
9. Suffolk County Police Department (SCPD)
- Location: Suffolk County, New York
- Sworn officers: Approximately 2,654
The Suffolk County Police Department is unusual on this list because it is a county police agency rather than the police department of a major central city.
Suffolk County covers a large portion of Long Island, east of New York City. Its police department serves numerous communities and provides patrol, investigative and specialized law enforcement services. Its staffing makes it one of the largest county police organizations in the United States.
10. Detroit Police Department (DPD)
- Location: Detroit, Michigan
- Sworn officers: Approximately 2,602
Completing the top 10 is the Detroit Police Department, one of the largest municipal police organizations in the Midwest.
DPD provides patrol and investigative services across Detroit and maintains specialized units addressing violent crime, traffic enforcement and other major public-safety issues. Detroit has spent years working on police recruitment, staffing, technology and community-policing strategies.
Why Police Department Size Matters
A larger police department does not automatically mean that a city has more crime. Population, geographic area, tourism, transportation networks, local government structure, budgets and the responsibilities assigned to other law enforcement agencies all influence staffing.
New York illustrates the scale difference particularly well. The NYPD has nearly three times as many sworn officers as Chicago and almost four times as many as Los Angeles.
Staffing levels also change continuously. Officers retire or leave departments while new academy classes enter service. Cities may authorize thousands of positions without having every position filled. For that reason, comparisons should distinguish between authorized positions and officers actually employed.
Despite those changes, the overall picture in 2026 remains clear: the NYPD stands in a category of its own, while Chicago and Los Angeles form the next tier. Houston and Philadelphia follow as major forces with more than 5,000 officers, while several other metropolitan and county departments maintain sworn workforces of roughly 2,500 to 3,500 officers.
